This is a site about Pro Yakyu (Japanese Baseball), not about who the next player to go over to MLB is. It's a community of Pro Yakyu fans who have come together to share their knowledge and opinions with the world. It's a place to follow teams and individuals playing baseball in Japan (and Asia), and to learn about Japanese (and Asian) culture through baseball.

One of the first orders of business was to change the rules to allow Nori, I mean developmental status players, to participate in ichi-gun open-sen (pre-season games). I think that some people may have seen the headlines stating that Nori was going to ichi-gun. That is not yet the case. He's still an "ikusei" (developmental) player not on the 70 man roster, but is being allowed to play with the ichi-gun boys.
This special rule is being made for pre-season games only. The rule limiting at most 5 ikusei players to ni-gun games and exclusion from the Junion All Star Game and ni-gun championship game is not effected. This is for evaluation purposes only.
Furthermore, limited video replay decisions have been approved. There are currently three stadiums (out of the 12 main stadiums) that don't have video monitors in a waiting room (for the umpires?). Setting up such monitors will be a priority.
A problem with contract negotiations the past several years will now be cleared up as promises to post a player to the MLB are now forbidden. Since none of the ball clubs can make such a promise, players' desires to be posted should no longer hold up contract renewal negotiations. (Yea, right.) And for a kicker, they're considering applying penalties to those who try to break this rule in the future.
So if I understand this correctly, players may not ask to be posted, and if they do, they may be penalized for it in the future. Please, someone tell me that I've totally blown this translation.
Inter-league ranking will be decided by (1) the team with the must number of wins, then (2) by the previous year's ranking if multiple teams have the same number of wins.
Owner meetings have been scheduled for July 18 and November 14 in Tokyo.
Players in the Northern Shinetsu League will be treated the same as those in the Shikoku Island League with regards to the amateur draft. That is, they will not be permitted to name the team they wish to enter. And refusal of the team they are drafted by will disqualify them from the draft for 3 years for high school graduates or 2 years for college graduates.
