I'm afraid that the Powers-That-Be feel that anyone who needs to know how to contact them via phone or fax already knows how. So that information is not commonly available.

However, the official NPB web site now has an Opinion Box for feedback. I would suggest trying there. The entry fields are:
  • Large edit box to state your opinion or ask your question
  • Your gender (male on left, female on right)
  • Your age (by 10s)
  • Where you are (foreign country is the last choice)
  • Your e-mail address (to reply to if necessary)
  • Your e-mail address again (to confirm that you entered it correctly)
  • Would you like to receive a mail magazine? (Yes on left, no on right)
The Commissioner's Office snail mail (regular post) address is available if you would like to send them a letter.

I was able to find the Central League's office phone number. It is 03-3572-1673 from inside Japan, 81-3-3572-1673 from outside (81 being the country code).

I also have the Pacific League's office phone and fax numbers. Phone is 03-3573-1551, and fax is 03-3572-5843. (Drop the leading 0 and replace it with 81 from outside of Japan.)

Hope this helps.
