Five Year Wait For Foreigners Switching Clubs?
This isn't exactly news because there haven't been any official steps taken, but earlier this month during the Owners meeting the big news was the Giants proposing to abolish the posting system (thread here). Well, in a small section of that article that stuck in my mind (although I don't know why I didn't mention it at the time), Orix Buffaloes president Takashi Koizumi proposed setting a five year limit before foreigners would be allowed to switch clubs, just like what Korea has.

I didn't think anything of this at the time, because I thought the idea would never surface again, but I was wrong. It appears that in Sponichi Annex (in Japanese), Koizumi made the proposal again, but Yomiuri Giants representative Hidetoshi Kiyotake countered by stating, "Then the market will become closed."

I don't know anything about the rules for foreigners and free agency in Korean baseball, but what bothers me is that it appears Orix is very bitter about losing Jeremy Powell as well as the failed negotiations with Karim Garcia, and are making out foreigners to be "greedy." Can't they just be happy they've got a good replacement in Tom Davey, and a shot at signing Dan Serafini? I guess I also fail to see the legality in this, for example, if there was this "proposed" 5 year limit, then Rick Short wouldn't be allowed to play for Rakuten for another 2 years, even though he has been back in the States since 2004.

The 9 year wait for Japanese players is probably already not legal. It seems like a step backwards, and just sour grapes from Orix. It'll likely just disappear without making any noise.

I'm against the five year wait, as I believe foreign players should be able to move from team to team freely, without being owned by one team under a reserve-clause like clause for five years.

As pointed out, if there was a five year wait in place, Short right now wouldn't even be able to play for Rakuten which would be completely unfair, as Short has been in the minor league system since 2004. I can't see the legality in owning a foreign player's rights when they're not even in the country any more. It just doesn't make any sense.

Second, it would undermine the market to where it would close up free agency in the foreign market except for new signings, though that would become a problem, too, as how would they define the roster spot for a player that is no longer on a team, but held under a reserve-clause like clause where the team owns their rights for five years? Would that player occupy a roster spot? Or will they not? If so, that would close the market to free agency for foreign players until they're off the team's books contract wise, almost making signing foreign free agents useless.
