Municipal gov't looks to ban adult businesses around Koshien Stadium
The municipal government hopes to ban adult entertainment businesses around Hanshin Koshien Stadium, the home ground for the popular Hanshin Tigers professional baseball club, city officials said.

The Nishinomiya Municipal Government has submitted to the municipal assembly a draft ordinance banning adult entertainment businesses.

I notice the story doesn't say if there are currently any adult entertainment business in the vicinity. I've certainly never seen any.

Yeah, it reminds me of when I was involved in local government a while ago. A minister from one of the local churches wrote to the city asking if we had a policy on topless bathing at the city's swimming pools. In other words, was it prohibited? It had never been an issue as nobody had ever tried to engage in the practice, so we had to tell him, no, topless bathing was not prohibited. So he started this campaign to ban topless bathing, with petitions and protests and editorials in the local paper, and of course it eventually became a major election issue.

Maybe there's something like that currently going on in the halls of power in Nishinomiya.
