Filing for Free Agency

Filing for Free Agency
In a USA Today column by Rod Beaton about the lack of impact players eligible to come to the majors and be free agents, he says that only 9 of the eligible 75 have filed for free agency. [Link] Could anybody explain to me why sombody wouldn't file?

For those retiring, doing so might be seen as a gratuitous insult at the club he is leaving. Most of those who did not file will stay with their club. And I think it is fair to say that the decision to not file has a lot to do with cultural factors.
