Starts / Complete Games
On the pitching stats on this brilliant site there's an asterisk after Starts that says * Starts do not include complete games. Does this mean I should add Starts and Complete Games together to get a total Starts figure?

Take Yutaka Enatsa as an example - he has 145 career starts but 154 career complete games. Should his starts actually be (145 + 154) 299?

That is correct. The stats books that I use as a reference don't overlap these two.
