Nishiguchi's 9-inning Perfect Game

Discussion in the Ask the Commish forum
Nishiguchi's 9-inning Perfect Game
So he finally made all 27 outs for a complete game no-hitter, and topped it by pitching to only 27 men, with none reaching base safely. In MLB he would be credited in the record books with a Perfect Game, I believe (footnoted as a 10-inning 1-hit shutout).

The sports dailies make it sound like it will not be included in the list of Perfect Games. What exactly are the rules in NPB?

Thanks!
