Pitcher's Rules?

Pitcher's Rules?
I have a question about a balk in Japanese baseball.

With a runner at first, the pitcher goes to the stretch position. After coming to a stop for a couple seconds he:
  • Steps off with his back foot (without moving his front foot), then steps toward first with his front foot and fakes a pickoff throw.
Is that a balk?

A pitcher is allowed to fake a throw if he steps off with his back foot, then steps toward first, correct?

That is correct. If the pitcher first steps off the rubber, he may fake a throw to first. The rule is the same as in the MLB.
