Gaijin/Sukketto Limit
It's been a while since I've been in Japan and have trouble keeping up with the number of foreign players teams are allowed to have. When I first arrived, it was two, then it became three, as long as one was a pitcher, and most recently, I remember it as there is no limit, but the ichi-gun is limited to two pitchers and two fielders/batters. I see a lot of new foreign signings, is the rule still the same?

According to the 2004 version of The Baseball Agreement, Chapter 11:
Provision 82-2 (Number of Foreign Players) The number of foreign players that a ball club may possess under their control is optional.
However, the total number of registered players for participation is limited to be within four (4), with as many as three (3) registered as either a fielder or pitcher at a given time.
[Amended October 7, 1997; December 19, 2001]
What this means in plain English is that you can have combinations of 1 pitcher/3 fielders, 2 pitchers/2 fielders, or 3 pitchers/1 fielder (at most) registered with the top team at a given time.
