Summarizing an 4/24 article from udn.com (Chinese):

Taiwanese prospect Chin-Hui Tsao of the Colorado Rockies hit 98 mph (157 km/h) on the radar gun during his start on the 22th.

According to the article, this is the 2nd fastest velocity ever thrown by a Taiwanese pitcher; Tai-Yuen Kuo (aka. Taigen Kaku in Japan) holds the record of 158 km/h, which happened during the 1984 Olympics.

The article also had a chart with the NPB all-time velocity rankings:

Tsao hit 98?

I thought Kuo (He of the Tommy John x 2) hit 98 regularly on the radar gun. Doesn't that guy throw harder more consistently?

Are you talking about Wang Chien Ming of the Yankees' organization, or the Wang you mentioned who plays in Canada? If you're talking about the second guy, can you please post a link to info on him? You would think that scouts would be all over the kid if what you say is true.

I think he's talking about Wang of the Yankees because he did that last month.

I read in a recent new publication on the 2005 MLB season preview, that Tsao hit 100 MPH during the Olympics. Can someone confirm that number? If so, does that make him the first Taiwanese pitcher to hit that number?

Yea, he did hit 101 mph during the game against Japan on the pitch that struck out Nakamura (according to the radar gun at the Olympics). However, some say that it was inaccurate and that it's only around 99.

Tsao hit 99 mph against the Giants on Saturday night. Tied for the fastest ever thrown by a Taiwanese pitcher.
