Softbank Hawks
Despite being the owner of the Hawks, it seems Daiei did need Colony Capital's permission to sell the team. This surprised me as, normally, if you retain ownership you also retain the decision to sell something (barring bankruptcy). Daiei gave this right away and so it is probably for the best if they relinquish ownership.

Daiei needs Colony Captial's permission because Colony owns the Fukuoka Dome. Daiei agreed to this when they made the deal with Colony. You can read the descriptions of the deal with Colony Captial here [Colony, Inc.].

A paper ownership at best - Kintetsu didn't need the Osaka municipality's permission to merge. Will Softbank have a similar arrangement?

As far as I'm concerned, this will be the last time we will hear from Daiei in the baseball venue.

The Hawks' chairman confirmed the selling of the Hawks to Softbank in a statement: "We confirmed the schedule on the premise that we will sell (the Hawks)." Also, Daiei will sell its entire share in the Hawks to Softbank. [Link - JapanBall.com]

The NPB will hold a hearing for Softbank on December 6, where the sale is expected to be approved. [Link - Daily Yomiuri]

It is amazing how NPB said it was "impossible" for the Kintetsu Buffaloes to be sold to Livedoor or any other buyer and that the Orix merger was the only option. Only a few weeks later we have the "Softbank Hawks."

Also, there is talk about the sale of the Seibu Lions?

Yes, there was. See this thread. The offer has been withdrawn as the market made it clear that the price was too high - mainly because the deal included Seibu Dome and the restriction that the team remain in Tokorozawa. As mentioned in the above thread, Seibu has had some great teams, but Tokorozawa is not a good place for even a great team to draw a crowd.

Until that restriction is withdrawn, I don't see a sale going through in the near future.

Softbank will own the Hawks and the ticket rights, but Colony intend to retain the stadium. Softbank will pay a fee of 3 billion yen to use it.
